The White House said the US was open to talks with North Korea but added that the country must live up to its UN obligations.
The US has "opened lines of communication" with North Korea but will judge the country by its actions and not its words, the White House added.
North Korea had earlier proposed high level talks with the US, just days after cancelling a meeting with South Korea officials.
