Extradition request did not 'comply with requirements'

Edward Snowden was allowed to leave Hong Kong despite an extradition request from the US because documents provided by the US government did not "fully comply with the legal requirements under Hong Kong law," the country's authorities told AP.

It said there was no legal basis to stop Snowden from leaving.
