Obama to announce raft of climate change measures

US President Barack Obama will today announce a raft of measures to combat climate change including a timetable for controversial limits on emissions from existing power stations.

He will instruct the Environmental Protection Agency (EPA) to draft these limits by June 2014 with a view to finalising them a year later, while limits on new power plants will come in on 20 September.

He will also say that the State Department is not yet ready to make a decision on the proposed Keystone XL pipeline, which would carry oil from Canada's tar sands to the Gulf Of Mexico.

All of Obama's proposals will depend on the executive authority wielded by the EPA, bypassing Congress which remains deeply divided on the issue of climate change.
