Western leaders outline reasons for Russia sanctions

In a call between President Barack Obama and four key European allies, the leaders agreed that while Ukraine had taken "positive steps" following a Geneva pact it made with Russia, the US and the European Union earlier this month, Russia has "not reciprocated".

The leaders agreed that Russia has failed to live up to the terms of the peace accord by not publicly supporting the agreement and by not calling on armed militant groups to lay down their arms and end their occupation of seized government buildings.

They claimed that Russia has "continued to escalate the situation through its increasingly concerning rhetoric and threatening military exercises on Ukraine’s border."
