The black box flight recorders from the Malaysian plane that crashed over Ukraine have not been handed over to the authorities, Ukraine's Security Council has said.
A spokesman said he had no information about the whereabouts of the recorders.
He also reiterated that the Ukrainian government would agree a ceasefire with pro-Russian rebels in the area, provided they lay down their arms, relinquish control of the border with Russia and allow international monitors to assess the situation.
