In a statement, South Wales Police said: "Officers were called to the building at 4pm on Friday after a man was taken hostage inside a public area of the building, by another man who was in possession of a firearm.
"Specialist resources were dispatched to the scene, including the police helicopter, armed response officers, and a trained police negotiator.
"After approximately two hours, a tactical response team discharged a Taser to subdue the man and detain him. A handgun has been recovered from the scene."
The president, meanwhile, thanked the French leader for his “steadfast partnership” in the recent missile strike in Syria.
