Thousands of people are believed to be short of water, power and medical aid in eastern Ukraine, the International Committee of the Red Cross has warned.
The independent aid agency said it held talks today with Ukrainian and Russian authorities on Russia's proposed aid to the region.
The ICRC is ready to take action in eastern Ukraine but said it needed agreement and security guarantees from all sides before it could act.
