Speaking in his last debate as Plaid Cymru leader, Ieuan Wyn Jones AM said:

*“The people here in Wales are ahead of the majority of politicians when it comes to further powers for Wales. Who would have believed in 1999 that two thirds of the people of Wales in 2012 would be in favour of tax varying powers for Wales and that 28% consider that the Assembly should be responsible for all taxes? And yet that is the reality. *

** ***“During my time as Plaid Leader, we have seen the Assembly grow in maturity. It was substantially strengthened when the referendum over full law making powers was won decisively. As a result, more and more people consider that the Assembly is the place where the important decisions affecting our lives should be made. We, as politicians, should respond positively and constructively to that demand.*

** ***“Devolution provides the opportunity to shape policy in ways that complement the aspirations of the people of Wales. People understand that in order to do the job properly we need the right tools. That is why they want to see the Assembly get the right to vary taxes – because we need every tool possible to strengthen our economy and improve people’s lives.” *
