A report into the way the Welsh Government is financed is due to be published later. The Silk Commission has spent more than a year looking into whether or not Welsh ministers should have some tax-raising powers and the ability to borrow money in order to pay for big construction projects.
The most likely taxes to be devolved are thought to be stamp duty, landfill tax, air passenger duty and aggregates levy. The Commission has also considered income tax and will make a recommendation whether or not that should become the Welsh Government should have some responsibility for raising income tax in Wales.
