Anne Ellis, the chair of the Welsh Sport Association says that she is not surprised that some councils are choosing to cut leisure. She told Wales Tonight that too many local authorities have taken the "easy way out."

The group that represents local authorities says some forecasts predict a fall of almost a fifth over the next 9 years from further UK Government cuts.
