The Liberal Democrats say they'd cut the basic rate of income tax by 2p if they were in a future Welsh Government with tax-varying powers. Finance spokesman Peter Black says it's in keeping with the ideals of the last Liberal Prime Minister, Lloyd George, who's 150th birthday it would be today.
