A 20-year-old man has been arrested on suspicion of causing death by dangerous driving.
In a statement released today, Lee's family said: "The whole family are heartbroken at the loss of Lee and will cherish all the great times and wonderful memories he gave us. Lee was particularly close to his sister Lucy and brother Thomas.
"He also love his fiancée Raquel dearly and was enjoying being a new dad to Harley who is just nine weeks old. He will be sadly missed by all who knew him."
Raquel's family said: "Raquel was perfect in every way, she would help anyone out at any time and was a beautiful person inside and out. She was a devoted and brilliant mother to her young son and loved her fiancé immensely. She will be missed by all her family and friends from the local area."
South Wales Police is appealing for witnesses to come forward.
South Wales Police officers investigating yesterdays fatal collision on the A4903 at Gilfach Goch are appealing for witnesses to contact them, including the occupants of buses and cars in the area at the time.
A 23 year-old woman and a 25 year-old man died in the collision which involved a white BMW 1 Series convertible.
Officers have viewed CCTV footage and identified a number of vehicles whose occupants may have seen the car on its journey.
