A 24-year-old man from Ely has been arrested on suspicion of assault following a press appeal for information.
The incident happened in Cardiff outside the Admiral Napier pub in Canton.
He is being questioned in relation to an assault on a 37-year-old man in Cowbridge Road East at around 12.15am on Sunday.
Earlier this year, the Minister for Housing, Regeneration and Heritage set a target to deliver 7,500 additional affordable homes in Wales during the term of Government.
In October, he announced that during 2011 - 12 local authorities reported 2,489 affordable homes were build across Wales.
Work begins on a new housing development at Ely Mill, which could create up to 800 new homes.
Work has begun at the former Ely Paper Mill, where there's been a £100m investment to create a housing development with up to 800 affordable homes.
The site, on the old Arjo Wiggins Teape paper mill on the banks of the Ely river, aims to address the shortage of affordable housing in Cardiff.
Around 60% of the homes will be available at below-market level rents.
Welsh building society, Principality, with a commercial loan from the Welsh Government, is behind the project.
The company says the site, which spreads over 53 acres, will be closely linked to a proposed primary school, existing health centre and community hospital.

A minute's silence will be held tonight in memory of a Cardiff woman who died during a series of alleged hit-and-runs in the city last month.
Speeches will be made before a special pink firework is launched for 31-year-old Karina Menzies at a Bonfire Night event in Ely.
All of those who were at the University Hospital of Wales after being injured in a series of collisions in Cardiff just over a week ago have now been discharged.
The alleged hit-and-run collisions took place in several locations to the west of Cardiff, including Grand Avenue, Cowbridge Road West and the Leckwith Retail Park on October 19.
31-year-old Karina Menzies died as a result of the incident.
13 other people were injured including at least seven children.
A 31-year-old man remains in police custody charged with murder, 13 counts of attempted murder, four counts of actual bodily harm and one of dangerous driving. He will reappear in court on 28th January.
