Alcohol Concern Cymru wants local councils to have more power over where alcohol is sold.
The charity says the gradual relaxing of licencing laws means it's much easier to get hold of, especially in town and city centres.
"It's about getting the balance right between an attractive and vibrant city centre and town centre - and one that's not dominated by the sale and consumption of alcohol" said Mark Leyshon, a spokesman for the charity.
