The Welsh Secretary's speech has been attacked as 'completely out touch' by his opposite number. Labour's Shadow Welsh Secretary Owen Smith said:

We’re in the deepest double-dip recession in half a century, unemployment is up and the government isn’t even cutting the deficit.
Contrary to what the Secretary of State said last week, borrowing is 20% higher than it was last year, the government is having to borrow more, not less.
I’m in North Wales today, where the government’s failure to get the economy moving has seen long-term unemployment increase by 70% in just one year.
