Students in Cardiff are being used to smuggle cigarettes into the country.
It is thought they are giving their addresses so that smugglers can deliver illegal so-called 'cheap whites' into the UK.
The cigarettes come from China and in the last two weeks more than 40 parcels of them have been seized in Cardiff alone.
