People in a Gloucestershire town, which suffered the worst flooding in generations, will not be given bags of sand if another emergency hits.

Tewkesbury Borough Council says waiting for sandbags to be filled takes too long, so it will give out empty bags instead.

The move will save money but the council says that's not the motive. Our Gloucestershire correspondent Ken Goodwin reports.
