Explosives investigation: Man charged under Explosives Act
Martin Counsell, 52, from Cheltenham has been charged with making explosive substances for an unlawful purpose. He is due before Cheltenham magistrates tomorrow (Friday). A 31 year old man arrested at the same time has been released without charge.
