Rickshaw businessman frustrated with council

A businessman who wants to start up a rickshaw business says he's still waiting for a licence from the council, more than a year after applying.

James Myer from Cheltenham says the delay has cost him a lot of money, and almost killed off his dream of starting the service in the town.
