In the video, which was posted on You Tube, classical guitarist Gary Millhouse can be seen shouting and swearing at the man, claiming the performance is drowning out other buskers.
Mr Millhouse says the singer was asked to move on four times from his pitch.
The person who posted the video claims the abused man is disabled.
