These are the two options people in West Devon might be faced with as the borough council tries to save £50,000 in its budget.
Traditional council owned public toilets are deemed inefficient by the borough council.
They say a number of public toilets in the area are already run by local parishes. Some of have introduced a 'pay on entry toilet scheme' which they say has been successful.
The borough council is now considering extending this to include other toilets.
Closing all toilets is a last resort according to West Devon borough Council. It says discussions between the Town and Parish councils is now underway to find a solution.
The council say no closure will take place without a decision at the next Full Council meeting.
