It was hoped winning the competition would have brought millions of pounds into the local economy.
It will be announced later if Plymouth has made it onto the shortlist for the UK City of Culture.
The competition was opened by culture minister Ed Vaizey and if the city is successful it could bring millions of pounds into the local economy and attract major events. It's up against cities as diverse as Southampton, Chester and Dundee.
