Police have released a picture of the driver involved in a head on crash in Hamelin Way, Torquay, last Friday. Marek Wojciechowski was arrested at the scene of the incident, but subsequently died. The 26-year-old lived locally with his wife and family.
The incident left a toddler and his unborn sister dead. Their parents Con and Elber Twomey, are still in a critical condition in Plymouth's Derriford Hospital.
The Independent Police Complaints Commission is now investigating whether an officer was in pursuit of a car moments before the crash.
