First Great Western has just issued this statement:
"All High Speed Train services from Paddington to Exeter are cancelled until end of service, plus sleepers. A shuttle train service will be running between Penzance to Exeter. The Barnstaple Branch Line is also down. At present we are trying our hardest to source buses, but due to the high number required and pre-existing contracts, particularly for school runs, this is proving difficult."
