A Plymouth landlord could become the first in Britain to be banned from renting out homes to anyone on housing benefit.
Legal action is being taken against David McCabe after tenants at two of his properties were found living in squalid conditions.
Plymouth City Council is taking the unprecedented action after they took him to court for failing to clean up the homes.
