More than 16,000 new homes are planned for North Devon over the next 20 years. A quarter of the housing will be affordable, either to buy or to rent. Employment land and new open spaces are also included in the blue print for the future.
But after so much recent flooding, residents are concerned it may create further problems. Seth Conway reports.
