Thousands of properties around Brixham were left without electricity this afternoon after contractors cut through high-voltage cables.
9,500 homes and businesses lost supplies at around 3.30pm. Western Power Distribution said it restored electricity to all but 31 addresses by 5pm.
Generators are being brought in to provide emergency back-up.
A spokesman said they were still to find the exact location of the fault, but it's believed to be in the Laywell area.
No-one was hurt when the 11,000 volt cable was cut by contractors.
