Cornwall Council is planning to charge householders £3.50 a time for seagull-proof bin bag sacks. The birds are a menace in coastal towns. 15 hundred homes have been involved in a trial and were given the re-usable sacks for free.
The council's waste panel will consider the scheme this afternoon.
