Councils in the west country say they hope changes to council tax benefits and exemptions will get empty homes back into use. From today people with second homes or uninhabitable properties will lose their exemptions, while unfurnished properties will only get an exemption for 1 month.

And people of working age who currently get Council Tax Benefit will have to pay at least 25 per cent of their bill. Torbay Council say they hope the changes will relieve some of the pressures on housing needs across the Bay.
