Steve Bagurley from Hope Cove Lifeboat said the Maritime and Coastguard Agency are not able to "move the situation forward" on whether the Hope Cove Life Boat and its Cliff rescue team should split into separate teams.
Volunteer coastguards at Hope Cove in Devon are being made to choose between which of their rescue services to keep.
He said: "We've raised the question with the minister... the MCA do not want to give us a definite answer."
