England manager Roy Hodgson told ITV's Gabriel Clarke that the national team need to do more to win games in normal time.
"I think it's such a cruel way to go out on penalties, particularly for us as it's so often happened in the past.
"You can't be relying on penalties to get you through the tournament," Hodgson admitted.
"But it was a great effort from the players to get us to that stage after 120 minutes."
Hodgson believes that Ashley Young and Ashley Cole, who missed their spot-kicks, shouldn't take the blame for England's loss.
"Watching them in training they've been our best penalty takers, they've been smashing them in left, right and centre.
