The Sky Bet League Two strugglers parted company with Colin Cooper at the start of the month and Sam Collins has been in caretaker charge for the last four games.
The club have now moved to bring in Murray, who played for the north east club between 2010 and 2013, with Willie Donachie as his number two and Collins remaining as assistant first/reserve-team coach.
Pools are currently second from bottom in League Two having won just three games all season and with a goal difference of minus 14.
Hartlepool have bolstered their squad with the loan signings of Jack Barmby and Luke Williams.
Midfielder Barmby, who is the offspring of the former England forward Nick, arrives from Manchester United, whereas Williams has made the shorter move from Middlesbrough.
