Andy Burnham is set to unveil his manifesto for the Labour leadership bid promising "something for people in every postcode".
The manifesto will be available from midnight.
Among his proposals will be abolishing tuition fees and renationalising the railways, both policies that have been promoted by Jeremy Corbyn, his main rival in the leadership race.
Mr Burnham denied that having to challenge the MP for Islington North had pushed his own policies further left.
"My policies are designed to reach the parts of the country that Labour has lost," he said.
Mr Burnham has pulled ahead in the leadership race, according to the most recent opinion polls.
The first major poll from Opinium says that 39 per cent of Labour voters would vote for Burnham, putting him clearly ahead of Mr Corbyn.
