Plans to electrify the train line between Hull and Selby have been scrapped by the government.
The Department for Transport says the disruption would outweigh any benefits.
The plan would have guaranteed faster journey times between Hull and other cities in the North as well as London.
Diana Johnson, the Labour MP for Hull North, said she was "very angry" at the decision.
She has released a video from the House of Commons two months ago in which Rail Minister Paul Maynard told her that he was looking forward to giving her "good news" on Hull rail electrification.
However, the minister has now written to the region's MP stating that passenger benefits can be delivered without the significant disruption of electrification.
