Youths have been caught on camera dangerously dodging Lincoln's roadworks by clambering above freezing-cold water.
The level crossing on Brayford Wharf East is closed until February while a railway footbridge is built.
Two people were filmed clambering along railings to get around the closure and local residents say many others are doing the same.
Network Rail has described the behaviour as reckless and said people are risking their lives.
They have urged people to report similar incidents to British Transport Police. Additional fencing is being installed to block off the route.
