The families of the 21 attended a pre-inquest hearing today taking place in Birmingham Civil Justice Centre.
The hearing heard today from the Coroner that the inquests will look at whether the state breached obligations to protect human life.

Coroner Peter Thornton says the objective today is to consider the scope of the inquests which will be "independant and thorough".
The families are expecting an update on funding, as well as more information on what will be released to the inquests expected to take place in late September.
The Police Service of Northern Ireland and the Met Police have been asked for any information that they had advanced notice of the attacks.
Nine families who lost loved ones in 1974 will attend a hearing today, still unsure who will be footing the bill for their lawyers.
