The head of the States Employment Board says the States wants to "build bridges" with unions following the ongoing pay dispute.
Senator Tracey Vallois has responded to the row over below-inflation pay rise.
She announced a revised offer for nurses and midwives but said the proposed pay increase for civil servants, teachers and uniformed services would go ahead without union agreement.
Union members said they were "disgusted" by the move.
