Fines for abandoned trolleys?

Dozens of abandoned shopping trolleys have to be hauled out of the River Thames every year and hundreds of them are removed from our towns and cities. However now a council in Berkshire believes it has the solution to the problem.

Councillors in Reading are due to vote tonight on plans to charge supermarkets a fee of £15 for each abandoned trolley recovered by its staff. Kate Cooney reports.
