There are calls for a public inquiry into Dover's multi-million-pound new marina, which is lying empty because the waters are too choppy to moor boats.

It means divers can visit the wooden cargo vessels but their contents must remain in place.

The Goodwins were designated as a marine conservation zone last year, but this does not stop them being dredged.
