Analysis of councils serving nearly half the population of England found communities could lose ‘essential services’ because of budget pressures.

For councils in the West Midlands, the new targets would mean delivering an extra 155 homes each week.

The local authority runs the toilets in Llangollen but it has no legal obligation. So they could get rid of the toilets to save money.
