MPs: NHS meeting targets by 'rationing services'

MPs have expressed concerns that the NHS is meeting efficiency targets by rationing services to patients.

It is feared that NHS organisations are achieving savings by limiting access to treatments such as cataracts surgery, the Public Accounts Committee (PAC) said.

The committee added that although some treatments are deemed to be of "low critical value", they can make a big difference to the patient's quality of life.

The health service has been asked to find savings of £20 billion in the four years to 2015, but the PAC also said that most of the savings to date have been achieved through staff pay freezes.
