China is set to relax its controversial "one-child policy", the official Xinhua news agency has reported.

The proposed change to the family planning law will allow couples to have two children if one of them is an only child.

The document seen by the agency also reveals that the ruling Communist party plan to abolish the criticised labour camp system.
