British foreign secretary Philip Hammond says the migrant crisis in the Mediterranean requires a "comprehensive European-level response".
Speaking ahead of a meeting of ministers in Luxembourg, Hammond said efforts would need to "include targeting the criminals who are managing this traffic in human suffering".
