Minister: Rise in rough sleepers due to welfare reform

The rise in the number of people sleeping rough across Wales is due to UK Government welfare reforms, according to the communities secretary.

Carl Sargeant AM spoke to ITV Cymru Wales as part of our week-long, in-depth look at homelessness.

He said the reforms have had a 'transformational' effect on our communities.

The AM also told presenter Andrea Byrne that Tuesday's call from actor and campaigner Michael Sheen for 'strong leadership' on the issue of homelessness was NOT a criticism of First Minister Carwyn Jones.

I wouldn't call that a criticism... I would say it's a message from Michael Sheen to the government. I think what he's saying - my interpretation of that - is that we should be very conscious of the fact that Supporting People is a significant budget that helps vulnerable people across our communities and he's saying that their leadership would show that it's an important thing to keep for the future. The First Minister will have heard that very clearly.
