Mystery surrounds how a woman lost her life and a man was left seriously injured after onlookers raised 'concerns for their welfare' at the coast.
Police were called at 5.45am on August 11 after the woman was spotted in the water near Brixham Laboratory.
Despite rescue efforts the woman - in her 40s - was declared dead at the scene, while a man in his 60s, was located on rocks nearby with a number of injuries.
He was taken to Derriford Hospital where he remains in a serious condition.
It's thought the pair had been visiting Devon from Huddersfield, with their dog who has since been taken into the care of kennels.
Police are now appealing for witnesses following the incident.
