Two men, who were arrested after a car was allegedly driven towards a crowd of rugby fans leaving Kingsholm Stadium, have been released under investigation.
The incident happened after the Gloucester Rugby Wasps game at 5pm on Saturday (26 October).
Gloucestershire Police say a man threatened people with a baseball bat before being restrained by an off-duty Special Constable and members of the public.
A 27-year-old man was arrested on suspicion of a number of offences including the possession or supply of drugs.
Nobody was hurt and Gloucestershire Police confirm the incident was not terrorism-related.
The force has confirmed a second man, aged 49, was also arrested on suspicion of drugs offences.
Both were taken into custody on Saturday night and, after questioning, were released on Sunday as investigations continue.
